In 1946, future pharmaceutical czar George Merck reported to the US Secretary of War, that he'd managed to weaponise the toxin extracted from the Brucella bacterium and to isolate it into an indestructible crystalline form using only the DNA particles.

Aerial spraying of the crystals via chemtrails was deployed on Chinese and Korean populations during the Korean War. Many veterans of the war later developed Multiple Sclerosis. The army recognized that the MS was Brucella-related and paid the veterans compensation. Although the Brucella micoplasma can lay dormant for decades, it can be triggered by vaccines. Vaccines have been mandatory in the US military since 1911.

Besides MS, this bacterium has been linked to a variety of diseases including; AIDS, cancer, diabetes, Parkinsons, Alzheimers and arthritis. In 2000, Dr. Charles Engel of the National Institute of Health stated that the brucella mycoplasma was probably responsible for chronic fatigue syndrome and fibromyalgia as well.

In addition to the aerosol vector, mosquitoes were heavily tested as pathogen dispersal agents. In the 1950s, the Dominion Parasite Laboratory in Belleville, Canada was raising 100 million mosquitoes per month. They were then shipped to Queens University in Kingston and other facilities where they were infected with the crystalline disease agent.

A large outbreak of chronic fatigue was reported in 1957 in Punta Gorda, Florida. The previous week a huge influx of mosquitoes was reported. The National Institute of Health stated that 450 persons became ill with chronic fatigue within the month. Many such tests have been carried out on civilians over the last 50 years.

Dr. Maurice Hilleman, Merck's current chief virologist, stated recently that the Brucella pathogen is now carried by everyone in North America and possibly the world.

In 1993, Dr. Shyh-Ching Lo, senior researcher at the Armed Forces Institute of Pathology patented several virulent strains of mycoplasma. He stated in his own patents that they cause chronic fatigue syndrome. The Institute is currently reconstructing the 1918 Spanish Flu, inserting it into contemporary flu strains and enhancing its lethality. The Spanish Flu killed 675,000 Americans in the 1918-1919 interval. Many of the dead were vaccinated soldiers. Anyone born after 1918 has no immunity to the Spanish Flu.

Since 9-11 all US airports have been under military control. According to one credible source, there is a subrosa project known as 'Cloverleaf' that uses domestic air carriers retrofitted with special tanks to spray civilian populations with a variety of chemicals.

This retired government scientist goes on to say that reconstructed versions of the flu could be inserted into vaccines along with a more benign strain of the inoculum in order to slow the progression of its more deadly component. Chemicals in the chemtrails reported nationwide over the preceding decade, may assist the viral envelope to fuse with lung cells, guaranteeing ease of penetration and infection. People will pass along the flu to others and then start dropping like flies. This will cause a panic demand for more flu shots, thus accelerating the cycle. Persons not so inoculated will be blamed for spreading the disease.

In 2002 the Department of Health and Human Services purchased 286 million doses of vaccine from British supplier Acambis. The Washington Post reported in September of that year that the entire population of the United States could be vaccinated within 5 days.

Concomitantly, the Department drafted a law known as The Model Emergency Health Powers Act. The Act can demand that any individual be vaccinated. Failure to comply will be considered a felony.

The latest wonder cure promoted by the medical establishment is genetic vaccines. They are hailed as the last line of defence between humans and mycoplasma. But Dr. Rebecca Carley declares that the DNA components in these vaccines can be incorporated into our own DNA which in turn could cause the extinction of all (vaccinated) life on earth.

At least two dozen microbiologists around the world have died violently in the last few years. Curiously, some of them were working on DNA sequencing. The most famous was Dr. David Kelly who died in July 2003. Working for the Mossad, Kelly orchestrated the defection of Russian microbiologist Vladimir Pasechnik, who had been working on a doomsday biological weapon capable of destroying one third of the planet's population.

In October 2004, Dmtry Lvov, head of the Russian Virology Institute declared that up to one billion people around the world could die during the next pandemic. It would appear that the human herd is about to be culled in spectacular fashion. For whatever reasons, the dead microbiologists wouldn't go along with the program.

In order to ensure maximum confusion, an edition of the New York Times from January 2002 reported that the US government had seen fit to declassify hundreds of germ warfare cookbooks. Although Lee Harvey Oswald's bank account information is sealed for another 50 years, federal agencies have been routinely selling biowarfare documents to researchers through the Internet and even over the telephone.

The Times reported on the dangers of tainted vaccines as far back as February 1962. It turns out that the polio vaccines of the 50s & 60s were virally contaminated with diseased monkey kidney tissue, possibly accounting for the huge spike in cancer cases thereafter.

But vaccines don't require tainted monkey tissue to be considered dangerous. The Physician's Desk Reference for 1998 lists any number of toxic vaccine ingredients including; formaldehyde, aluminium, phenoxyethanol (antifreeze) and human diploid cells (from aborted fetal tissue).

In May of 1987 the austere Times of London reported on its front page that the smallpox vaccine administered by the World Health Organization had triggered AIDS. 100 million vaccinated Africans were at risk. Areas with the largest amount of inoculations showed the greatest concentrations of AIDS cases. Robert Gallo was quoted in the article as endorsing the figures and stating that, "AIDS researchers will keep their mouths shut because they are paid to do so."

In 1992 WHO director David Heymann stated that, "The origin of AIDS is of no importance to science today."

The Times also reported last December that Gulf War Syndrome had been positively linked to vaccines. More than 100,000 veterans currently suffer from the syndrome contracted in 1991 during Desert Storm. 20,000 veterans have died so far.

Last March, Haruna Kaita, a pharmaceutical scientist and dean of a Nigerian university took samples of the latest WHO vaccine to India for analysis. Serious contaminants were found including sterility agents.

In 1995 the Catholic charitable organization Human Life International accused the WHO of attempting population control in Africa and elsewhere.

In April 2000 the Observer newspaper reported that the pharmaceutical leviathan GlaxoSmithKline sponsored experiments on children at Incarnation Children's Center in New York City. Children as young as four were given multi-drug cocktails. In other experiments, six-month old babies were injected with double doses of a measles vaccine. More than 100 orphans and babies were used in 36 experiments.

This sort of experimentation has occurred with increasing frequency. Last year the Environmental Protection Agency received $2.1 million from the American Chemistry Council to conduct studies on children from impoverished families in Duval County, Florida. The children will be exposed to a variety of known toxins over a two year period. The study will determine how chemicals are absorbed, ingested and inhaled by children ranging in age from infants to 3 year olds. For taking part in the study, families will receive $970 and a tee-shirt.

What can be done--

Many parents believe that they cannot enrol their children in school without having them inoculated. But vaccines have always been voluntary. Dr. Zoltan Rona says that parents must demand exemption forms from school administrators. Exemptions can be made for spiritual or religious reasons. Rona states that parents may have to insist on having a vaccination waiver or declination form, and then have it notarized in order to present to school officials.

Also, before consulting a doctor, it may be prudent to consider the prestigious Journal of the American Medical Association vol. 284 July 26, 2000. Therein is stated with astonishing frankness that American medical doctors are responsible for 250,000 deaths per year. Half of these deaths are attributed to the negative effects of wrongfully prescribed drugs. Interestingly, in the opening statement of the Hippocratic Oath, doctors make a declaration to Apollo. In the Greek vernacular, the word Apollo means destroyer (Satan).

It may also be prudent to heed the advice of former National Institute of Health director James Shannon who stated, "The only safe vaccine is the one that is never used." This advice certainly resonated with President George W. Bush. On October 13 of last year in the middle of the US Presidential debates, Bush emphatically declared, "I haven't got a flu shot and don't intend to."

One month later Reuters carried a related and interesting item published in the Proceedings of the National Academy of Sciences. Harvard researcher Gerhard Scheuch stated that nasal inhalation of a simple saline spray can stop the flu virus and tuberculosis dead in their tracks. For reasons perhaps best known to Merck and others, this potentially life-saving information did not receive wide distribution in the popular press.

"No such virus has ever spread so quickly over such a wide geographical area," Specter notes, and, unlike most viruses, "this one has already affected a more diverse group than any other type of flu, and it has killed many animals previously thought to be resistant." One farmer whose chickens were killed by the virus says, "It's damn hard to watch. One day, they're all alive and healthy - the vets were here the week before to check them - and the next day they're dying by the thousand. It happened so quickly. They started shivering, thousands of them at once. And then they started to fall. Every one of them. They just fell over, dead." Scott Dowell, the director of the Centers for Disease Control's Thailand office, tells Specter, "The world just has no idea what it's going to see if this thing comes. When, really. It's when. Robert Webster, a virologist at St. Jude Children's Research Hospital, in Memphis, who has been studying avian influenza for decades, is even more stark. "This is the worst flu virus I have ever seen or worked with or read about," he says. "We have to prepare as if we were going to war - and the public needs to understand that clearly. This virus is playing its role as a natural bioterrorist. The politicians are going to say Chicken Little is at it again. And, if I'm wrong, then thank God. But if it does happen, and I fully expect that it will, there will be no place for any of us to hide. Not in the United States or in Europe or in a bunker somewhere. The virus is a very promiscuous and effective killer."

Not all politicians have ignored the threat; when Tommy Thompson, the Secretary of Health and Human Services, announced his resignation, last December, he cited an avian- influenza epidemic as one of the greatest dangers the United States faces. The World Health Organization's conservative estimate of the number of deaths that an epidemic would cause is seven million worldwide. Michael Osterholm, the director of the Center for Infectious Disease Research and Policy at the University of Minnesota, calculates that a pandemic on the scale of the devastating global influenza epidemic of 1918 would kill at least a hundred and eighty million people today. Specter reports on the efforts of health officials in the United States, Thailand, and other countries to contain the virus as best they can.

Thailand and Vietnam have ordered the slaughter of millions of chickens and the alteration of centuries-old farming methods, with mixed results. There is no vaccine, but, even if one could be produced to fight the constantly evolving strains of the virus, it would be impossible to meet the overwhelming demand. "Vigilance," Specter writes, "is one of the few weapons available." As one senior official at the Thai Ministry of Public Health says, "We are certainly better than we ever were at detecting viruses. But we are also much better at spreading them."

Normal aircraft vapor trails (contrails) typically dissipate within a minute or so, chemtrails stay for hours and spread. Chemtrails are typically laid in patterns that might look like an X, parallel lines, or even a tic-tac-toe grid. Watch as one is laid and then keep an eye on it to observe its spreading, direction of travel, and duration. The spraying has also been observed at night. Also, material ejected from these planes is reaching the GROUND and under the right conditions can be seen by the naked eye.

For the past 3 years the heavily populated areas of the USA, Europe, Canada, New Zealand, Australia, and Mexico have been sprayed frequently with a mix of nasty pathogens; mycoplasma, including Mycoplasma Fermetens Incognitus (the SAME bioengineered pathogen that Dr Garth Nicholson had discovered in about 45% of the veterans who came down with Gulf War Illness), fungus, virus, bacteria, chemicals and particles of heavy metals (molybdenum, aluminum, copper). As an example, Denver CO has been sprayed about 4 out of every 7 days from an altitude of approximately 20,000 ft by large tanker aircraft. It's been visually determined using higher power scopes and binoculars, that the planes that started this spraying were MILITARY jets! Specifically Air Force KC-135 TANKER planes and NAVY Tacamo planes were identified. It's also interesting to note that the NAVY had filed the PATENT on contrail powder generation and they're closely tied to the CIA. The perpetrators are world leaders at the highest levels, i.e., those that are part of the one-world-government movement whose agenda is rapid population reduction and centralized control of the world.

In the USA, the FAA (Federal Aviation Administration) controls who uses air space. Does this tell you something? The greater portions of the US Air Force that are not part of the spraying are helpless to defend themselves and their families from the constant spraying. These Air Force personnel are the ones with the fighter aircraft that could shoot down, or at least force the landing of the spray-tankers. The innocent portion of the USAF is prevented by FAA regulations and the structure of their chain of command from doing anything about the spraying. They typically deny that any spraying is occuring even when confronted with evidence. USAF commanders that could authorize their fighters to force down spray planes and analyze their contents would undoubtedly loose their careers. Clearly, this has been carefully planned at the highest levels of the US government that supposedly represents the best interests of the people.

Here is a direct report from a rural area that has been sprayed heavily on 13 different days between 09-29-00 and 12-05-00. Typically, on the days of the spraying, the sky had little or no natural clouds. By nightfall the sky was a haze from horizon to horizon. One could observe the spray trails being laid down and then watch them spread via the wind. They remained for at least 5 to 7 hours, all the while dropping their nasties over people, animals and large water reservoirs.

Prototype flu vaccines combined with the Chemtrail substances already in your body are a major threat to your health. The US government is gearing up for a worldwide flu pandemic which is expected to be a killing event many times larger than the normal 20,000 people that die from flu each flu season in the US alone. CDC (Centers for Disease Control and Prevention in Atlanta GA) estimates that 200 million Americans will be effected to one degree or another by the flu pandemic. A pandemic is defined as a disease affecting the majority of the population of a large region, or one that is epidemic at the same time in many different parts of the world (Taber's Cyclopedic Medical Dictionary, Edition 17).

"Reduction of the rate of population in these States [third-world nations] is a matter of vital U.S. national security. The U.S. economy will require large and increasing amounts of minerals from abroad, especially from less-developed countries. That fact gives the U.S. enhanced interests in the political, economic and social stability of the supplying countries. Wherever a lessening of population can increase the prospects for such stability, population policy becomes relevant to resources, and to economic interests of the United States." -..Henry Kissinger, National Security Memorandum #200.

The bottom line is about power and control by the few of the many. By reducing the numbers of the many, power and control can easily be maintained - and great profits (medical, pharmaceutical, etc.) can be reaped by the few during the process. The educated and armed citizens of the US are a threat to the few.

Huge numbers of people have developed a wide variety of ailments as a result of the spraying, usually within a day or two after the event. Symptoms include a long-lasting upper respiratory infection typically caused by mycoplasma and/or fungus. This often produces pneumonia. Fungal infections treated with antibiotics typically get worse. CDC has named certain antibiotics that it hopes to convince doctors to use this flu season. If you get sick, will your doctor test you for mycoplasma and/or fungus? -unlikely, unless you insist.

CDC has admitted in writing that all flu vaccine tobe used in the year of the flu pandemic will be a prototype (experimental). When the nasties now in our bodies from breathing the spray are combined with contaminated prototype flu vaccines, the results will undoubtedly kill many otherwise healthy people. The flu pandemic may arrive this flu season that is nearly upon us. We will personally never take another vaccine of any kind.

CDC has recommended in writing that congress pass legislation that will exempt all persons involved in the manufacture, distribution and dissemination of the pandemic's prototype flu vaccines. Does it sound like this vaccine will be a helpful and harmless substance?

CDC has stated that the vaccines for the pandemic will arrive at the last minute. This is exactly what is happening in much (but not all) of the US. We received reports that flu vaccines were given in mass over a month ago at a Wal-Mart in east central Florida and at a large chain grocery store in Ashville NC. This fact would appear to be inconsistent with what the CDC is telling physicians via fax machine. The doctors are being told that flu vaccines will be quite late. A minor genius might conclude that the pandemic's prototype vaccines are both being given and held back at the same time. This can only mean that the CDC wants to be sure the maximum number of people receive flu vaccine.
Consider the blitz of media ads promoting flu and pneumonia vaccines. Did you know that anyone can now receive a pneumonia vaccine without a prescription? Psychology 101: tell people that they might not be able to get flu vaccine prior to the flu event - then when it is finally available they will act like shoppers at a 1-minute sale in a bargain basement.

One doctor has written an expose' of her experience with both chemtrails and flu-like illness. She vigorously protested the spraying. Soon after, she was sprayed at low-level repeatedly - just her and her son. Her son nearly died and she became quite ill.

It is interesting to note that the oldest satellite photo of obvious CHEMTRAILS is over the GULF WAR theater in 1991. MANY soldiers came back from that war SICK and many DIED. Does this sound like a mere non-contagious chemical problem, according to the US govt that has lied to us time after time?
For those of you who still may not know: the US created AIDS in its laboratories and CDC and WHO (World Health Organization) methodically injected it as a contaminant in Hepatitis B and other vaccines in Africa and certain US cities (including New York s and San Francisco s homosexual populations). Just as AIDS was known to be in the US blood supply long before its presence was announced, the contagious aspect of the Gulf War Illness is now in our blood supply. The French were the only Gulf War troops that did not take the Gulf War vaccines and they were the only ones not to acquire Gulf War Illness. This killing has been orchestrated by the few on the many.
For those of you who still may not know: the US funded the most of the Iraq side of the Gulf War and the US, Russia and China provided Iraq with both chemical and biological weapons prior to the war.

There are volumes of carefully documented examples of the many ways the few are killing the many.
Educated guess: The coming flu pandemic will contain very little actual flu. The illnesses people get will be flu-like but will result from the sprayed chemtrail nasties and the prototype flu pandemic vaccines. Many will die rapidly and many will develop lingering and/or latent debilitating illnesses that will be given names other than flu (perhaps fibromyalgia, chronic fatigue, cancer, etc.).
Perhaps one of every 10,000 people is even dimly aware of the spraying. Even fewer know the dangers of vaccines. Most people, when confronted with such information, choose to ignore, not investigate, or bury their heads in the goo of comfortable ignorance. Many say that if such were true, then it would be on the evening news. Which group will you choose to be in? Please prove that our analysis is wrong. Self-protection and ways to prevent the coming illness are simple and inexpensive.

Every time I turn around I will hear over the news, or read in the paper of the tremendous over population of our planet. This is very interesting, because if you took the entire population of the world (roughly seven billion people), and stood them side by side in the state of Texas, each person would have 1000 square feet! There are 261,914 square acres in Texas (that figures to seven trillion square feet). So there is enough room just in Texas for every person in this world to get a piece of land 32 ft. X 32 feet! And that's just Texas! There is no overpopulation problem! This planets just not big enough for the rich and the poor to live together, that's the real problem!

We are also told through various media sources, that we are using up the earth's precious resources. Yet we have the technology to find a license plate on a car by use of a satellite. We have the technology for our government to listen to every phone call going on in the United States by use of a computer. This computer has about 400 key words, that if it picks up on any of these words, will record the phone call. We have the technology to put a computer chip containing all information on a person in the back of their hand the size of a grain of rice. We have the technology to put all information on a person on a strip in the back of their license, that can be run though a little machine and call up all info on that person. Is the media trying to tell us that we don't have the ability to use the earths precious resources wisely to feed and cloth everyone on the planet? I mean, our government pays farmers not to grow food. Food in third world countries (e.g., India) is stored in buildings and left to rot. What is going on here? What would be the purpose of stressing a fact that isn't even true? For those of you folks who have read the Iron Mountain Report, you will notice that they stress that the population would have to be at a controllable level. They give many examples on how the population could be brought down to a level that would be controllable. The simple fact is that (according to them), there are simply too many people on the earth to be controlled at this point.

The quotes I have given from Dr. Coleman's report sound pretty unbelievable. Or do they? Let's take a look at what is happening in our country. In the report, Dr. Coleman mentioned abortion and the gay life style. Abortion has killed about 36 million babies. Many in America have been conditioned to believe this is not murder, but it has reduced America's population by 36 million. The gay life style was encouraged, because with same sex partners, there is no procreation.

The education system in America has "dumb downed" our children so much that people are going to and graduating from college who can't read. Out-come-based Education does not teach the basics of reading, writing and arithmetic. It is training our children to become "global citizens".

The environmental movement is bringing man down to a level lower than the animals. In public schools, children are being taught to worship "Mother Earth". People can no longer do with their property what they want, but are accountable to the government if they want to add a room to their house, put a side walk up, cut a tree down.

Our weather is being controlled. Droughts, earthquakes, floods, hurricanes are rampant. People are starving to death because of droughts in their countries and the food being shipped to them is being left to rot in storage houses.

Aids is rampant. The behaviors that cause the spread of Aids is being encouraged by our government.

Civilian labor camps are being put up on military installations. Saw an interesting article in the Daily News, January 8, 1995. It was called "Doing Time On The Outside". It talks about using prisoners to do work, like construction or road work, while they are in prison to save the taxpayers money. A sign on outside the Department of Corrections said, "Inmate Work Crews, Reducing Costs to Taxpayers". As I was reading the article, the thought kept going through my mind, "Is this how they are going to get people used to seeing prisoner slave labor?"

Global 2000 doesn't seem to have a list of people who they want to get. It seems that they consider most of the population "useless eaters". I do imagine they will go after people fighting this first. There was no evidence that folks who keep quiet and don't try to get the word out would be safe. No one will be safe. The Committee of 300 believe that the world is theirs to do with as they want. The rest of us are excess baggage.

The world has come extremely close to total destruction just in recent
years from nuclear war. New Mexico plays an important role in this.
There's case after case where a nuclear war was prevented almost by a
miracle. And the threat is increasing as a consequence of policies that

U.S. Defense Secretary Donald Rumsfeld understands perfectly well that
these policies are increasing the threat of destruction. As you know,
it's not a high probability event, but if a low probability event keeps
happening over and over, there's a high probability that sooner or
later it will take place.

If you want to rank issues in terms of significance, there are some
issues that are literally issues of survival of the species, and
they're imminent. Nuclear war is an issue of species survival, and the
threats have been severe for a long time.

It's come to the point where you can read in the most sober respectable
journals warnings by the leading strategic analysts that the current
American posture - transformation of the military - is raising the
prospect of what they call "ultimate doom" and not very far away.
That's because it leads to an action-reaction cycle in which others
respond. That leads us to be closer and more reliant on hair-trigger
mechanisms, which are massively destructive.

Militarization of space could very well doom the species. It's being
pushed very hard. That's one issue that really requires major work and
that's a huge one in New Mexico. New Mexico is one of the centers where
this potential destruction of the species is taking place.

There's a document called "The Essentials of Post Cold War Deterrence"
that was released during the Clinton years by the Strategic Command,
which is in charge of nuclear weapons. It's one of the most horrifying
documents I've ever read. People haven't paid attention to it.

The Strategic Command report asks how we should reconstruct our nuclear
and other forces for the post-Cold War period. And the conclusions are
that we have to rely primarily on nuclear weapons because unlike other
weapons of mass destruction, such as chemical and biological, the
effects of nuclear weapons are immediate, devastating, overwhelming -
not only destructive but terrifying. So they have to be the core of
what's called deterrence.

Everything means the opposite of what it says. Deterrence means our
offensive stance should primarily be based on nuclear weapons because
they're so destructive and terrifying. And furthermore just the
possession of massive nuclear forces casts a shadow over any
international conflict, like people are frightened of us because we
have this overwhelming force.

We have to have a national persona of irrationality with forces out of
control, so we really terrify everybody, and then we can get what we
want. And furthermore they're right to be terrified because we're going
to have these nuclear weapons right in front of us, which will blow
them all up - in fact, blow us all up if they get out of control.

If you read the vision for 2020 published by the Space Administration,
it talks about how the new frontier is space - and that we have to take
control of space for military purposes and make sure that we have no
competitors. That means the space-based instruments of sudden mass
destruction.

There was an outer space treaty in 1967, which doesn't have any teeth
in it but it does call for preserving space for peaceful purposes. And
there have been efforts at the U.N. General Assembly Disarmament
Committee to strengthen it. But they've been blocked unilaterally by
the United States. The United States alone refuses to vote for the
General Assembly resolution, and it's been tied up since the year 2000.
The Chinese are the ones who are pushing to expand it. That's not
reported in the United States. In the year 2000 it was only reported in
one newspaper, a small newspaper in Utah.

The whole world is supposed to be covered with - probably is - with
sophisticated surveillance devices and the whole range of complex,
lethal, destructive weaponry designed to be able to attack anything
from space. This means nuclear weapons in space - nuclear energy
sources in space - which can get out of control and blow up and who
knows what will happen.

When the Bush administration took over they just made it more extreme.
They moved from the Clinton doctrine of control of space to what they
call ownership of space, meaning - their words - "instant engagement
anywhere" or unannounced destruction of any place on earth.

Washington's NWO Weapons Have the Ability to Trigger Climate Cha

The important debate on global warming under UN auspices provides but a partial picture of climate change; in addition to the devastating impacts of greenhouse gas emissions on the ozone layer, the World's climate can now be modified as part of a new generation of sophisticated "non-lethal weapons." Both the Americans and the Russians have developed capabilities to manipulate the World's climate.

In the US, the technology is being perfected under the High-frequency Active Aural Research Program (HAARP) as part of the ("Star Wars") Strategic Defence Initiative (SDI). Recent scientific evidence suggests that HAARP is fully operational and has the ability of potentially triggering floods, droughts, hurricanes and earthquakes. From a military standpoint, HAARP is a weapon of mass destruction. Potentially, it constitutes an instrument of conquest capable of selectively destabilising agricultural and ecological systems of entire regions.

While there is no evidence that this deadly technology has been used, surely the United Nations should be addressing the issue of "environmental warfare" alongside the debate on the climatic impacts of greenhouse gases...

Despite a vast body of scientific knowledge, the issue of deliberate climatic manipulations for military use has never been explicitly part of the UN agenda on climate change. Neither the official delegations nor the environmental action groups participating in the Hague Conference on Climate Change (CO6) (November 2000) have raised the broad issue of "weather warfare" or "environmental modification techniques (ENMOD)" as relevant to an understanding of climate change.

The clash between official negotiators, environmentalists and American business lobbies has centered on Washington's outright refusal to abide by commitments on carbon dioxide reduction targets under the 1997 Kyoto protocol.(1) The impacts of military technologies on the World's climate are not an object of discussion or concern. Narrowly confined to greenhouse

gases, the ongoing debate on climate change serves Washington's strategic and defense objectives.

"WEATHER WARFARE"

World renowned scientist Dr. Rosalie Bertell confirms that "US military scientists ... are working on weather systems as a potential weapon. The methods include the enhancing of storms and the diverting of vapor rivers in the Earth's atmosphere to produce targeted droughts or floods." (2) Already in the 1970s, former National Security advisor Zbigniew Brzezinski had foreseen in his book "Between Two Ages" that:

"Technology will make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised... [T]echniques of weather modification could be employed to produce prolonged periods of drought or storm."

Marc Filterman, a former French military officer, outlines several types of "unconventional weapons" using radio frequencies. He refers to "weather war," indicating that the U. S. and the Soviet Union had already "mastered the know-how needed to unleash sudden climate changes (hurricanes, drought)

in the early 1980s."(3) These technologies make it "possible to trigger atmospheric disturbances by using Extremely Low Frequency (ELF) radar [waves]." (4)

A simulation study of future defense "scenarios" commissioned for the US Air Force calls for:

"US aerospace forces to 'own the weather' by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications... From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary... In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels. (5)

HIGH-FREQUENCY ACTIVE AURAL RESEARCH PROGRAM (HAARP)

The High-Frequency Active Aural Research Program (HAARP) based in Gokoma Alaska --jointly managed by the US Air Force and the US Navy-- is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). Operated by the Air Force Research Laboratory's Space Vehicles Directorate, HAARP constitutes a system of powerful antennas capable of creating "controlled local modifications of the ionosphere". Scientist Dr. Nicholas Begich --actively involved in the public campaign against HAARP-- describes HAARP as:

"A super-powerful radiowave-beaming technology that lifts areas of the ionosphere [upper layer of the atmosphere] by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything -- living and dead." (6)

Dr. Rosalie Bertell depicts HAARP as "a gigantic heater that can cause major disruption in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet."

MISLEADING PUBLIC OPINION

HAARP has been presented to public opinion as a program of scientific and academic research. US military documents seem to suggest, however, that HAARP's main objective is to "exploit the ionosphere for Department of Defense purposes." (8) Without explicitly referring to the HAARP program, a US Air Force study points to the use of "induced ionospheric modifications" as a means of altering weather patterns as well as disrupting enemy communications and radar. 9

According to Dr. Rosalie Bertell, HAARP is part of a integrated weapons' system, which has potentially devastating environmental consequences:

"It is related to fifty years of intensive and increasingly destructive programs to understand and control the upper atmosphere. It would be rash not to associate HAARP with the space laboratory construction which is separately being planned by the United States. HAARP is an integral part of a long history of space research and development of a deliberate military nature. The military implications of combining these projects is alarming. ... The ability of the HAARP / Spacelab/ rocket combination to deliver very large amount of energy, comparable to a nuclear bomb, anywhere on earth via laser and particle beams, are frightening. The project is likely to be "sold" to the public as a space shield against incoming weapons, or, for the more gullible, a device for repairing the ozone layer.

In addition to weather manipulation, HAARP has a number of related uses:

"HAARP could contribute to climate change by intensively bombarding the atmosphere with high-frequency rays... Returning low-frequency waves at high intensity could also affect people's brains, and effects on tectonic movements cannot be ruled out. (11)

More generally, HAARP has the ability of modifying the World's electro-magnetic field. It is part of an arsenal of "electronic weapons" which US military researchers consider a "gentler and kinder warfare". (12)

WEAPONS OF THE NEW WORLD ORDER

HAARP is part of the weapons arsenal of the New World Order under the Strategic Defense Initiative (SDI). From military command points in the US, entire national economies could potentially be destabilized through climatic manipulations. More importantly, the latter can be implemented without the knowledge of the enemy, at minimal cost and without engaging military personnel and equipment as in a conventional war.

The use of HAARP -- if it were to be applied -- could have potentially devastating impacts on the World's climate. Responding to US economic and strategic interests, it could be used to selectively modify climate in different parts of the World resulting in the destabilization of agricultural and ecological systems.

It is also worth noting that the US Department of Defense has allocated substantial resources to the development of intelligence and monitoring systems on weather changes. NASA and the Department of Defense's National Imagery and Mapping Agency (NIMA) are working on "imagery for studies of flooding, erosion, land-slide hazards, earthquakes, ecological zones, weather forecasts, and climate change" with data relayed from satellites. POLICY INERTIA OF THE UNITED NATIONS

According to the Framework Convention on Climate Change (UNFCCC) signed at the 1992 Earth Summit in Rio de Janeiro:

"States have... in accordance with the Charter of the United Nations and the principles of international law, the (...) responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction."

It is also worth recalling that an international Convention ratified by the UN General Assembly in 1997 bans "military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects." (15) Both the US and the Soviet Union were signatories to the Convention. The Convention defines "'environmental modification techniques' as referring to any technique for changing--through the deliberate manipulation of natural processes--the dynamics, composition or structure of the earth, including its biota, lithosphere, hydrosphere and atmosphere or of outer space." (16)

Why then did the UN --disregarding the 1977 ENMOD Convention as well as its own charter-- decide to exclude from its agenda climatic changes resulting from military programs?

EUROPEAN PARLIAMENT ACKNOWLEDGES IMPACTS OF HAARP

In February 1998, responding to a report of Mrs. Maj Britt Theorin --Swedish MEP and longtime peace advocate--, the European Parliament's Committee on Foreign Affairs, Security and Defense Policy held public hearings in Brussels on the HAARP program.(17) The Committee's "Motion for Resolution" submitted to the European Parliament:

"Considers HAARP... by virtue of its far-reaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body...; [the Committee] regrets the repeated refusal of the United States Administration... to give evidence to the public hearing ... into the environmental and public risks [of] the HAARP program." (18).

The Committee's request to draw up a "Green Paper" on "the environmental impacts of military activities", however, was casually dismissed on the

grounds that the European Commission lacks the required jurisdiction to delve into "the links between environment and defense". (19) Brussels was anxious to avoid a showdown with Washington.

FULLY OPERATIONAL

While there is no concrete evidence of HAARP having been used, scientific findings suggest that it is at present fully operational. What this means is that HAARP could potentially be applied by the US military to selectively modify the climate of an "unfriendly nation" or "rogue state" with a view to destabilizing its national economy.

Agricultural systems in both developed and developing countries are already in crisis as a result of New World Order policies including market deregulation, commodity dumping, etc. Amply documented, IMF and World Bank "economic medicine" imposed on the Third World and the countries of the former Soviet block has largely contributed to the destabilization of domestic agriculture. In turn, the provisions of the World Trade Organization (WTO) have supported the interests of a handful of Western agri-biotech conglomerates in their quest to impose genetically modified (GMO) seeds on farmers throughout the World.

It is important to understand the linkage between the economic, strategic and military processes of the New World Order. In the above context, climatic manipulations under the HAARP program (whether accidental or deliberate) would inevitably exacerbate these changes by weakening national economies, destroying infrastructure and potentially triggering the bankruptcy of farmers over vast areas. Surely national governments and the United Nations should address the possible consequences of HAARP and other "non-lethal weapons" on climate change.

Weather Modification

So yesterday as some of you already know on the cable (timewarner) channel of the science channel they did a whole show on weather modification and let me tell you it was incredibly informative and not as chintzy as one would expect to see on tv.

I wrote down what I could as our vcr does not work so here is what I got... This company manufactured and then later sprayed this gelatinous substance and they dropped tons of this stuff (looks just like dippity doo hair gel) into a cloud and the blobs simply fell to the ground. The owner of this privately owned company is Peter Cordoni(sp).

They told on this program that on Aug 15, 1992 in the sw part of England called Linmoth district (again my sp could be off0 after doing a cloud seeding experiment 35 people were killed, 420 ended up homeless and the N Devon village was almost totally destroyed ;

They are doing cloud seeding in 34 countries presently.

Then they told about project popeye (us military) for use in vietnam to turn travel route of the Ho Chi Minh trail into mud.

A man named Bernard Eastland has three patents for Weather Modifiction and was hired by ARCO (oil co.) to make the satellites for use in the HAARP program. Nick Begish was also on this show.

 Early ionospheric heaters began as ground-based antennae that would focus a cone-shaped beam of energy over a relatively large portion of the ionosphere, in an effort to heat it sufficiently to achieve the desired energy gain. This proved somewhat effective but the sought-after increases just didn't materialize. Then Dr. Bernard Eastlund, a US physicist, came up with the idea to reverse the cone of the radio beam in order that a much smaller spot on the ionosphere would be pulsed with radio waves to superheat it. This was achieved by utilizing an array of antennae on the ground all focused on a very specific point. Each antenna fires in sequence producing a pulsed beam. This method works. The 1,000-fold increase has been achieved and the ability to utilize it for many of the purposes noted above has already been tested.

Protected by government and military secrecy, this work has largely been uncovered by the diligence of two people: American scientist Dr. Nick Begich and Canadian journalist Jeanne Manning. They have spent the better part of a decade ferreting out information from Department of Defense (DoD) documents, physics symposiums, American patent applications, interviews with some of the scientists involved in this high level work including Dr. Eastlund himself, independent scientists and many other sources.
